Understanding SN EN 378-3+A1:2021 - Refrigerating Systems and Heat Pumps
Introduction
SN EN 378-3+A1:2021
Kälteanlagen und Wärmepumpen - Sicherheitstechnische und umweltrelevante Anforderungen - Teil 3: Aufstellungsort und Schutz von Personen
Refrigerating systems and heat pumps - Safety and environmental requirements - Part 3: Installation site and personal protection
This European Standard specifies the requirements for the safety of persons and property, provides guidance for the protection of the environment and establishes procedures for the operation, maintenance and repair of refrigerating systems and the recovery of refrigerants. The term “refrigerating system” used in this European Standard includes heat pumps. This Part 3 of the European Standard is applicable to the installation site (plant space and services). It specifies requirements on the site for safety, which may be needed because of, but not directly connected with, the refrigerating system and its ancillary components. This standard applies: a) to refrigerating systems, stationary or mobile, of all sizes except to vehicle air conditioning systems covered by a specific product standard e.g. ISO 13043; b) to secondary cooling or heating systems; c) to the location of the refrigerating systems; d) to replaced parts and added components after adoption of this standard if they are not identical in function and in the capacity. Systems using refrigerants other than those listed in of !EN 378 1:2016+A1:2020", Annex E are not covered by this standard. This standard does not apply to goods in storage. This standard is not applicable to refrigerating systems which were manufactured before the date of its publication as a European Standard except for extensions and modifications to the system which were implemented after publication. This standard is applicable to new refrigerating systems, extensions or modifications of already existing systems, and for existing stationary systems, being transferred to and operated on another site. This standard also applies in the case of the conversion of a system for another refrigerant type, in which case conformity with the relevant clauses of parts 1 to 4 of the standard shall be assessed.
=== SECTION 1 ===
What SN EN 378-3+A1:2021 covers
This standard provides a comprehensive framework for the safety of persons and property in relation to refrigerating systems and heat pumps. It specifies requirements for the installation site, including safety measures that may arise due to the refrigerating system and its ancillary components. Notably, the standard applies to both stationary and mobile refrigerating systems of various sizes, with certain exclusions such as vehicle air conditioning systems and goods in storage. Additionally, it emphasizes the importance of safety in the context of system modifications and the use of different refrigerant types.
=== SECTION 2 ===
Who needs to comply with SN EN 378-3+A1:2021
Compliance with SN EN 378-3+A1:2021 is essential for a wide range of stakeholders within the Energy & Heat Transfer industry. This includes manufacturers of refrigerating systems and heat pumps, installation and maintenance companies, and operators responsible for the management of these systems. From small-scale enterprises to large multinational corporations, all organizations involved in the design, installation, and upkeep of these systems must adhere to the standard. Additionally, engineers and safety officers play a critical role in ensuring compliance and safeguarding personnel and environmental health.
=== SECTION 3 ===
Key requirements
- Safety of the Installation Site: Establishes criteria to ensure that the site where refrigerating systems are installed is safe for personnel and property.
- Environmental Protection Guidelines: Provides directives to minimize the environmental impact of refrigerating systems through responsible operation and maintenance practices.
- Operational Procedures: Outlines detailed operational protocols to ensure the effective functioning of refrigerating systems while maintaining safety standards.
- Maintenance and Repair Protocols: Specifies best practices for the ongoing maintenance and repair of these systems to ensure long-term safety and efficiency.
- Refrigerant Recovery Processes: Details procedures for the safe and responsible recovery of refrigerants used in these systems to prevent environmental contamination.
- Regulations for Modifications: Sets forth requirements for any modifications or extensions to existing systems to ensure ongoing compliance.
These requirements are typically audited through internal assessments and inspections conducted by qualified personnel to ensure adherence to the standard.
=== SECTION 4 ===
How to implement SN EN 378-3+A1:2021
Implementing SN EN 378-3+A1:2021 involves a systematic approach that begins with a gap analysis to identify existing compliance levels relative to the standard. Following this, organizations should develop the necessary documentation to outline procedures and responsibilities. Training sessions for relevant personnel are crucial to ensure understanding of the requirements. Internal audits should be conducted regularly to assess compliance and identify areas for improvement. Finally, organizations can prepare for a certification audit to demonstrate conformity with the standard. This structured approach helps to integrate safety and environmental protection into the operational framework of refrigerating systems.
=== SECTION 5 ===
Related standards
- SN EN 378-1: Addresses general safety and environmental requirements for refrigerating systems and heat pumps, forming the foundation for Part 3.
- SN EN 378-2: Focuses on the design and construction of refrigerating systems, complementing the installation-focused guidelines of Part 3.
- ISO 5149: Offers guidance on the design, installation, and maintenance of refrigerating systems, including safety measures relevant to SN EN 378-3+A1:2021.
- ISO 13043: Specifically pertains to vehicle air conditioning systems, which are excluded from SN EN 378-3+A1:2021 but share similar safety considerations.
- SN EN 60079: Relates to equipment used in explosive atmospheres, providing additional safety measures relevant to refrigerating systems in hazardous locations.
